Mr. Leigh R. Kerr, AICP established the firm in 1985. Over the years, the firm has completed several hundred South Florida projects including expert testimony, local government comprehensive plans, developments of regional impact (DRIs), zoning, concept/site planning, land use amendments, platting, and concurrency management.

Mr. Kerr is a consultant who provides a blend of both public and private sector experience that results in a unique understanding of the needs of the client. He has a thorough knowledge and understanding of Florida Growth Management Legislation and local land development regulations which have a critical impact on the financial feasibility of property development. He provides real estate services for site selection in the pre-purchase stages.
